In Anno 1404 at least, AI could buy from every warehouse. As there will be no land battles, naval battles must definitely get better and more engaging & strategic. Anno 1404 will be the closest to what you want, but try AoEIII because you might be surprised by how much you will love it. Make naval combat more strategic without making it micromanage-y. Command troops on battle fields and engage in economy/politics for your civilation, be it Rome or the Great British Empire.

Tropico V has eras, research, campaigns, combat, social engineering, politics, city building, tourism, trade and production chains. Anno is super comfy, so long as you consider it purely as a city builder and not the economic strategy game that it pretends to be. If you want something with a more modern setting, then try tropico, esp IV or V. Politics, trade and colonization are three majors aspects of these games. The anno games are notorious for complexity, but the series focuses primarily on production chains and a more abstract approach to research/technology. Arguably, Banished is defining a new genre known as "survival builder", but similar games include Anno, Tropico and Age of Empires.Īnno 1404 is awesome, and it might be just what you are looking for.
